How are you testing the water?
You don't have enough chlorine to sanitize, let alone clear algae. Take a look at the instructions for SLAM. Pool School - SLAM - Shock Level And Maintain
That should help you clear it.

Same answer I just gave someone else, with a few words changed.
With CYA of 60, shock level is 24 FC. You're not even close to that at 1.5 FC. You might be killing a lot of algae, but not all of it, and not the hardiest strains. So they keep coming back and you keep killing them and thus you have an endless supply of dead algae to cloud your water and clog your filter. So you need to elevate the FC to 24.
That's only the start of it, though. The whole thing is called a SLAM Process. Shock level and maintain. It's the AM part you've been neglecting. Read through those directions and follow them to a tee and the pool will clear up.
