can you still smooth out plaster in a year old pool?

it's been a almost a year since our pool build and I guess I missed some spots brushing

I discovered that yesterday when we finally got to use the pool and my daughter's toes were kinda blistered from the pool bottom. oops! apparently the shallow end floor is a bit rough. (but my steps and Cabo ledge are smooth like butter!! we paid good attention to those areas) can it still be smoothed or if we brush consistently,?? is it too late to smooth out the surface?
 
Plaster can be sanded with 80/100 grit wet/dry sandpaper. Either by hand or the pool drained and power sanders used.

Brushing will do nothing To smooth the plaster.

so literally just take some sand paper in the pool with me and sand away?
Something like this, yes. Can be used wet. Home Depot has it.

Be careful using a Drywall sanding screen type sandpaper. It is considered a "non metal" sand paper, until it gets wet. Then, the compound that makes it "non metal" breaks down and it will leave teeny tinny little pieces of metal in your pool that will leave rust stained speckles on your plaster.....ask me how I know.
