Can I use skimmer AND main drain if I turn the handle to the 12 o'clock position?

Glad you figured it out. At the 2:00 position your draw is skimmer 100% open and main drain 80% open roughly. Inquiring minds want to know, did the open/closed indicator placard move with the valve movement?

Yes, it did. I wasn't paying attention to the placard, but the water in the pump skimmer basket.
