Can i sand pebblesheen?

Hi.
I have a few areas in spa that are very rough. It is easy to cut fingers on if not careful.
Plaster completed in May of this year
Pool is fine but seems pebbles were overexposed on step and spa seating.
PB states its within "standards " .
Could I hand sandpaper those areas?

Can I sand this pebblesheen by hand in my spa.?
I'm over getting all cut up.
PB is unimpressed.
Plaster installed the end of May this year. Chemistry stays within guidelines per TFP.
Pool is not rough at all.
Spa was done last so maybe the installer was tired.
Please advise.

From what I’ve heard, pebble sheen is usually grounded down with a diamond pad. Not saying sand paper won’t work. But usually telling the pb it’s sharp and you are scared your kids will get cut gets them out right away. Imperfections are often times in the contract. Dangerous imperfections are not.
