Can cal hypo be used for a start up to get calcium/chlorine levels in spec? PB recommended using that for chlorine as needed to help also raise calcium levels while maintaining FC levels.

Do be ware cal hypo can cause pool water to cloud. It goes away with time. Also be sure the granules fully dissolve. If they sit on the pool surface they can stain.

What CH level are you shooting for?
Your test results from 8 days ago show a CH of 250ppm.

Test yout tap/refill water for CH, pH and TA.
Post the results here.

Fill water is around 50 ppm CH, TA 150, and 7.8 ph.

Last CH was 225ppm yesterday when I tested the pool. Thinking I should raise CH to around 350ppm?
 
Yes, you have some CH room to play with so it's fine. Fairly soft water in your area as well it would seem. Once you get the CH to about 300-350 you should be fine. Unless you change water due to heavy rains or something, your CH will slowly climb over the summer. As Marty noted, watch those granules though so they don't just sit on the pool surface. They might leave some bleached spots.
