Build up on stainless

I have this whiteish building on the stainless ring for the SAM light. It will scrap off if I try very had with a finger nail. is this a chemistry problem, hardness?

My PH also increase so I am constantly lowering it, TA is also on the high side last check was 110. My CH is always very low, last check was 250. I don't notice any other problems beside this and this has been like this for many many years. I am just servicing the light and noticed that it is a building up and not pitting from maybe cheap stainless.

Is it normal for me to always have to lower my PH?
