Bromine Spa - Jets cause coughing?

Occasional coughing when jets on in my 450 gallon spa. Im doing 3-step bromine so bromine tabs in floater, use chlorine to shock/oxidize, no ozonator in spa, and I did add a sodium bank at startup.

Had some coughing yesterday with jets on and I tested yesterday morning and had bromine at 4. (FAS-DPD test). I usually add about 3 oz of chlorine after each use to bring bromine to 13.5. After oxidizing, it’s at 6 or below.

Looking at your comments, I’m close to the three month mark since last fill so it may be time for ahh-Some. Let me know if any other thoughts.
 
Sorry you have not had any responses. I would suggest considering using Chlorine -- even a SaltWater Chlorine Generator.
