Breaker being thrown but Resistance is Good..?

I've checked from the phase and anti phase power feeds in reference to earth on both the circ pump and heater.

I get no reading atall = no connection

I have various multimeters.
My main meters are currently:
Precision Gold meter
Sinometer M-830B
