Hi guys, we’re at the final stages of our brand new pool! We are filling it up as I type this and we’ll be ready for final inspection tomorrow. Question, pool builder left the skimmer equalizer port with just a 2” pipe flush to the plaster. To me it looks unfinished but he says that’s how they always leave them. Is there anything I can put there to make it looked “finished. ” I read that it needs a spring valve but all the ones I’ve seen are threaded so I’m not sure how to install one of those. Can I just install a 2” pvc slip flange and call it good? This is what it looks like. Thanks in advanced IMG_7113.jpeg

I'm super surprised at this.

International Swimming Pool and Spa Code (ISPSC), 315.5...

--------------------------------
ANSI/APSP/ICC-7 Standard for Suction Entrapment Avoidance October 2013 – Page 6

4.5.1 Skimmer Equalizer Lines.
 Skimmer equalizer lines SHALL NOT be used on new construction.
 Existing equalizer(s) shall comply with all submerged suction outlet requirements of this standard.
--------------------------------
Virginia Graeme Baker Pool & Spa Safety Act (P&SS Act)
Skimmer equalizer lines are submerged suction outlets and must either be covered with a compliant cover or plugged.

Can't help the fact that your pool build doesn't follow the rules. Equalizers can be an entrapment hazard. An equalizer is essentially a drain mounted on a wall. Equalizers protect the pump. Why install a potential human body entrapment hazard solely to protect a replaceable piece of equipment?

Plug it or get a compliant cover.

Not sure if inspector will catch it...

Freakin' inexcusable. But...

Don't stop the fill. It'll leave a ring on the plaster where you stop that will likely never come out. Finish the fill, then make the builder deal with this. Don't do anything yourself, as that would compromise your warranty. DON'T MAKE THE FINAL PAYMENT UNTIL THIS IS RESOLVED. DON'T LET ANYONE IN THE POOL UNTIL THIS IS RESOLVED. Especially guard against children wanting to get in, though I suppose the water temperature will help with that.

On a related note (related to the builder seemingly not knowing what the heck he is doing):
- Does your deck overhang the edge tile? Hopefully it's just the photo, but they look flush.
- Is there an expansion joint between the deck and the tile? (Again, could be the photo, but I'm not seeing one.)
- Is there an expansion joint between the deck and that block wall?
- Does the deck slope away (down) from the pool's edge? Put a level on it.
- And where would that water drain to? If the deck is level, or sloping back into the pool, that's wrong.
- Are the other control joints in your deck as crooked as the one in your pic?

Sorry to pile on, but these concerns are what I'm seeing just from a pic of 4' of your new pool! I hope the rest of your pool was built correctly...

Familiarize yourself with these pool-construction/concrete necessities so that you can discuss them with the inspector. And unfortunately, you cannot always rely on inspectors spotting everything, even major mistakes. A lot of them are just lazy, and/or not particularly experts at pool construction, which is quite a departure from home construction.

Again, hold that final payment until you are 100% satisfied that everything about your pool is proper and up to code.

Yes, the deck has a 1.5” over hang.
There is an expansion joint between deck and tile.
There’s a 1 ft gap between deck and wall.
Deck slopes towards that 1 ft gap. There’s a drain canal thing and decorative gravel being installed.
I can say that maybe 50% of the control joints are straight. I did talk to the builder about that and we agreed on a big discount because I just wanted this over with.

Thanks for all the pointers!
