brand new liner and wont hold chlorine

I just had new liner installed. once I got water level high enough I got filter running. ph and alk were good, so I put in gallon of chlorine and next day the chlorine was at zero. With it being fresh water and low cya will it eat more chlorine? what else do I need to do with fresh water
