This morning FC 13 CC 0-0.5...have not put any bleach in since yesterday AM after passing OCLT...Yesterday was mid to upper 80's and sunny...should I continue to let drift down to Target FC? Is that a reasonable drop in 24 hours?

I'd say that's normal. You'll lose FC daily as a percentage to sunlight so the higher the FC, the more FC you lose. Once you get to maintenence levels, daily FC loss should be more like 2-3 FC.
