Bonding Question - Canada

Ontario code says no bonding required for Fiberglass unless conductive material is used near the water.
I do have an auto pool cover that is going to be bonded to the equipment since it contains metal.
Paver patio around pool already layed
Should I bond the water? I know it's not required here but will this be safer than no bond? I read somewhere that only bonding the water could be more dangerous? Any suggestions?

Canada has different bonding requirements then the US.

I would bond it to meet your requirements and not try and make it better. If it was really better it would be in your code.
