Bonding pool water?!

My daughter's new pool came with the following union. Is this something new? Local code also wants a bonding wire around the outside perimeter of the above ground pool. Apparently it's just in the ground & not connected to the pool frame. The installers connected a bonding wire from the motor to the pool frame but didn't connect it to this "bonding union".

For the water bonding you need a non-corrosive conductive metal with at least 9 sqin of surface. There are many different contraptions to achieve that, some go in the skimmer (you don't want to drill a hole on it), some go in the pump basket (you want even less to drill a hole there) and the easiest ones to use go in a fitting.

Unless the water bonding is happening somewhere else that must be connected to the bonding wire. Note: Bonding is NOT grounding.
