If something is a requirement, the word "shall" or "must" will be used.
Shall is an imperative command, usually indicating that certain actions are mandatory, and not permissive.
The word "should" means that something is recommended, but not mandatory.
I used to work for the NY State Public Service Commission, working on utility rate tariffs and rate cases before Administrative Law Judges. Should, shall, may, must and a host of other words were all part of the very specific language that was used.
