Black algae spots forming - Need Help!

I tried the HTH Super Algae Guard which didn't work.

I have a Salt water plaster pool about 15,000 gallons. I've had a week here or there where I've had issues with my salt generator and when I do my weekly testing I have like no chlorine and have had to add a gallon here or there.

Currently I think the Salt cell is working.

Here are some test results

Total Chlorine 3

PH 7.8

Cya 45 - 50

TA - 60

CH 750

FC 4ppm

CC 0

Its dark now so I don't have a picture.... It looks like small Black spots. They feel like mold to the touch. If I rub it with my pool grout eraser bar it comes off but it's hard. I think it looks a little green when I'm rubbing it off

I do have a full metal Algae scrub brush and it doesn't come off with that
