bizarre PH readings in fountain

I have begun testing my small fountain (100 gallons). I have been observing a strange phenomenon when testing PH. For example when I tested today after first putting in the reagent, I got a reading of 7.0, after 1 minute the reading was 7.4, then 7.6 after 2 minutes, and at 4 minutes, it was 8.0. It's not the reagent because I have no problems when testing my pool water. Now there is no filter in the fountain so there is a fair amount of gunk in there. Also I have been scraping off some of the past scale in the fountain, so some of the scale is in the fountain also. Any ideas what causing the increasing PH reading?
 
Do a complete set of TF-100 tests on the fountain water and post it. Except for CYA unless you added it. What chemicals do you add to your fountain?
 
FC = 12.0
CC = 0
CH = 250
TA = 60
PH = ????
CYA = 82
Salt = 400
Bor = 16

I add chlorine via trichlor tablets (in the past), now because of high CYA will be adding bleach as needed
I add muriatic acid as needed
I add borates in the form of borax occasionally
 
pH test is not reliable when FC is over 10. Let the FC drop down to test and adjust pH.
