Best way to seal crack on pool step?

What is the best way to seal crack on pool step? I used JB weld waterweld yesterday but it is not curing (it has been 24 hours). I might not knead the putty long enough but is Jb weld the way to go? The crack is on the first step. See picture.

Is water leaking from the crack or are you trying to fix it structurally?

Have to drain it down and scuff it up for anything to bite well. Quick fix is dry it out then use 3M 5200 you cam find it locally. It's for sealing screws underwater on boats it works well
