Bad Pebble Finish?

Hello everyone - this is a new build pebble plaster question... Should there be this much streaking in the pebble plaster? The light blue color is what I think the pebbles adhered to, and it is exposed in a lot of spots making us think they should have added more pebbles to the mix. We did determine that the super bright aqua spots seemed to be dust, but most of the light spots are areas where there are no pebbles. Will the streaks eventually go away? The pool builder told us it’s normal, but it’s hard to trust them after all the errors they have made so far. This is post acid wash. At one point do I start brushing it and how hard?
