Bad cell or motherboard?

T-cell purchased years ago before I figured out the "No Cell Power" fix. It's been installed for a couple of years. I've desoldered a couple of points, but a third looks strange. Thoughts?

Run the cell to a store that tests cells to see if the cell passes the test.

The circuit board definitely looks damaged, and it is likely to be bad, but it could be the cell or it might be both.
