Is Hayward TURBO CELL (T-CELL-15-SWP - Self Cleaning?

I've read that self cleaning and reverse polarity are the same thing. When I go to Diagnostic Menu on my AquaLogic board, sometimes I see positive voltage and amps and an hour later I'll see negative voltage and negative amps.
So does that mean my cell has the self cleaning feature as it reverses polarity?

Also I'm getting positive voltage +25.64V +6.19A, 76°F and 3200PPM of Salt and negative voltage of -25.64 V, -6.15A, 76°F and 3200PPM. Are these amps high enough or should they be even higher?
My old chlorinator that I had to replace was getting +27.55 V, +2.87A, 76°F and 1000PPM of salt, but in negative there was no current and I got -29.62V -0.55A, 76°F and 0000PPM of Salt

Those are about right for that water temperature and salinity.

That is a good indicator of a failing cell.
