Backfilling fiberglass steps

I've read several threads about cracked steps and most mention the underlying cause is most likely the steps aren't properly supported. I only have surface cracking but the top step makes a crackling sound and has some give, which makes me think it could turn into a bigger problem in the near future. There are some older posts about cutting the top step, backfilling with sand, then foam to fill in what the sand couldn't. My husband is a lineman. They use Rainbowtech polyurethane foam to set utility poles. This is different than canned foam as it is mixed, poured, then expands. So wanted some opinions about using just this type of foam and no sand? Possible risks? Anybody perform anything similar?
 
Some expanding foams exert a lot of force when they are curing. The last "Jacuzzi" tub I set I used too much foam and it lifted the tub an inch on one end, not easy to fix. My only concern would be it cracks your pool. As Kim said, talk to your husband.
 
Can my pool crack? I have inground steel frame with vinyl liner. Maybe the concern would be the force on the return pipes. For that I think I wouldn't know until I actually see how much of a gap is under there. He says it gets hard like a rock but not as strong. I think this decision might have to wait til I lay eyes on what is under the steps.
