Backfill around fiberglass pool

Good Day, I noticed a few spots where there are open tunnels on the sides of the pool. We live on a sandbar basically, North padre Island. the ground is basically sand. We noticed that the steps sound a little hollow as well with a slight give to them. Should I just try pouring more sand into the holes or would some pea gravel or rocks and sand be a better approach?
 
How are you going to pack sand or gravel in the tunnels to provide support to the pool shell?

If you don't pack enough to provide support what have you accomplished?

I think putting sand in would just wash out again.

Gravel may last longer if you can pack it in.

You might want to consider a gravel base with flowable fill on top of it.

What base was used when the pool was installed?

Can you track down the company that installed the pool?

Check local building permits for your property.
