Autopilot Nano Very Low Voltage

Hi, I'm not getting much (if any) chlorine output, my readings are 4v 9.9 amps, which looks way off from the troubleshooting charts. The rest of the water chemistry is fine:

Salt = 3300ppm
pH = 7.5
Alk = 90
CH = 300
CYA = 80
Borate = 50
Temp = 80

The cell has about 14,000 hours on it, and was just cleaned...so it seems like something else is at play here. Any thoughts? Is it likely the control board?

I think your cell is probably used up.
