Auto-fill system - Deactivate?

When we built our pool 4 years ago, the builder suggested adding an auto fill canister and plumbing. It cost us an additional $100 or so and I figured why not. In the last 4 years, we've used it maybe twice. The supply plumbing is connected to a hose bib and because of the size of outlet into the canister, the amount of water flow adds a lot of noise to the house. It's easier to drag a hose out when needed.

Right now the canister collects junk and I'm wondering if there a way to seal it off from the pool and seal the lid on? Without water flow through it, the water inside becomes stagnant.

Thanks,
Ben

Ben, post some pics of the canister and the areas that need to be sealed.
