So, I'm pretty sure that my heater is designed not to work when the ambient outdoor temperature is below a certain point (not sure of that temp) but it has been 65 degrees out and my water temperature is at 58 degrees so it should be working but it is not. It starts up, runs through a 3-minute warm up period then the heating light comes on but no hot water. There is also no condensation around the unit which there is when it's heating properly. Any suggestions? Thank you
