Aqua Plus - no display

I have a Hayward Aqua Plus controller that the display has gone blank on. Actually, it tries to come on but goes right back off, then the backlight will come on and go off intermittently.

• I've checked all the removable fuses for continuity with a multimeter. What in another thread was described as a non-removable fuse (circled in red), I get no continuity across the legs, and 67 ohms resistance.
• I'm measuring 23.9V AC on the yellow wires from the transformer. I'm measuring only 7.8V DC on the red and black wires from the rectifiers.
• Pins 1 and 3 leading to the display are giving fluctuating readings bouncing around 2-3V DC (should be 9-10 I believe).

So I'm assuming my rectifiers are bad. The lack of continuity on that non-removable fuse (?) has me concerned that I have another problem though. Any advice from the experts would be greatly appreciated.
