My pool equipment will not turn on. My controller has power and the leds light when the button is pressed but none of the equipment actually turns on. The display does read water sensor open. My question is, would a faulty water sensor prevent the pump and the light from turning on?

Do you hear the relay click when you press the button to turn the pump on?
Do you have a multi-meter or other electrical tester? If so, the next step would be to pull off the cover and see if there is power getting to the line side of the relay.
Also what sort of pump do you have? If you have a Jandy VSP, I've had mine get into a state where the pump would get power when switched on but not actually run. The cure was to power off the RS4 completely and power it back up again.
