Anything that can be done for ugly stained plaster?

Thanks to my new friends here at TFP, my water is looking great (at least I think so)! Unfortunately, my plaster is just U-G-L-Y. I moved into this house in January, and as far as I know, everything pertaining to the construction of the pool, including the plaster, is all original from 2006. I'm guessing there was a lot of neglect that happened at some point, and the surface of the pool is full of stains and discoloration. Brushing these marks does nothing, it doesn't come off. I assume there's probably nothing I can do, but I figured it was worth a shot to ask. It doesn't look as bad during a bright mid-day sun, but it's not too attractive when the shadows hit it.

I see pools that have even older plaster than mine not look THIS bad, so I have no idea what someone did.
 
See if they may be metal stains. Try some vitamin C for iron stains or a trichlor puck for copper stains...
