Aluminum Ramp

I have an above ground pool that I use for dogs. The ramp for the dogs to exit the pool is an aluminum truck ramp. The pool water, I assume it is the chlorine in the water, causes a white, raised corrosion on the ramp where it is submerged. What causes the corrosion and how can I fix it? Could I use something like Rhino Liner on the ramp to prevent it or would that deteriorate in the water and cause pump/filter issues?

That's Aluminum Oxide. Rust, if it were Iron. Chlorine is a powerful oxidizer. I get that stuff growing on my pool pole, and it only spends a few minutes a week in the pool! If you could encase the whole thing in plasticoat or rhinoliner it would stop, but that's not going to last forever. Better to switch to something plastic or fiberglass. I recall someone making a platform using a plastic tabletop --- you know, one of those folding "church tables." It's an idea.
