I get air in pump when the filter reads around 16psi, but when the filter reads around 22psi, the site glass in the pump is free of air. What would cause my suction side leak to stop when the filter is dirty?

When the pressure is lower in the filter, flow rates are usually higher which means there is more suction in the pump basket which can sometimes draw in air. As the filter gets dirty and pressure rises, the flow rates go down and so does the suction in the pump basket. Try lubing the pump lid gasket and see if that helps.
