just had a solid safety cover with auto pump installed on 16x32 ft in ground. After a rain i have 3 separate pools of water on top of cover that don't drain to the center of pool where the pump is. Any advise on adjusting the straps so water drains to the pump and how much sag should there be.

I pull the straps tight. Very little water should pool. You may need to loosen some of the straps but start with tightening the ones where the water pools most.

There should be no sag on a safety cover with some water on it. It should be taunt like a trampoline. It will sag once you have snow loads on it.
The springs should be about half compressed. They should not be too loose or too tight. They should be snug.
