Can I add the Stabiler to the skimmer while my SWAG is on

Certainly. Use the sock method to dissolve the stabilizer.

If you are adding CYA (granular stabilizer) it is best to put it in a sock and hang in front of a return to disperse the CYA into the pool. Just squeeze it occasionally. You can put the sock in the skimmer but I have found it works better in front of a return.
