Accent Tiles and Spacing in Pebble/Plaster

We would like to add a tile accent line in the spa seating area and on our steps into the pool. My PB says "Tile set in Pebble Plaster in not generally recommended unless you have a large (8 inch) space between"

Is this true? I see lots of photos of pools with tiles embedded in the plaster with no gaps. is my PB maybe not comfortable with this type of work or knows he doesn't have a good sub to do it?
 
I think you have the right idea-he does not like it for some reason. There are MANY that have them as "accent" tiles. The best looking ones use the plaster instead of grout. Saying that there are some pretty set ups that have them spaced out. Your PB might not like or his subs are not good at getting the plaster into the smaller gaps that you will want.

Ask him straight up why he does not want to do it. Try to be face to face so you can read his body language.
