Above Ground Stairs - Ideas to Plug Sand Hole?

Hey guys went to put my stairs in my above ground pool and noticed that there is a hole on the side---when i had stairs on the side, sand was coming out.

So, I assume there must have been a plug of some sorts here? I just don't remember what. Any ideas on how to plug up this hole so sand doesn't leak into the pool?

If you can't find the original plug/cap, I wonder if an expandable rubber plug might work?

Okay maybe i can give that a try. What do you think about Gorilla waterproof tape? (only reason I ask is I just ordered it on Amazon lol)

Whittle down a wine cork to fit the hole snugly plus it will expand.
