Above ground pool on slope

I leveled out the area for my 18' pool. One side is about 10" high. I was thinking of building a retaining wall but after pricing it out...I'd hate to spend so much on a little wall. Is a retaining wall better than just back filling will gravel? Thanks
 
And are you saying that after you "leveled" there is still a 10" difference? Or that you had to dig down 10"on the high side and that is where you are asking at adding a wall?

If the latter and only 10", I might consider just using 2 or 3 courses of castle blocks for landscaping to keep the dirt from collapsing.
 
Hard side. After I leveled it, I'm left with a 10" high wall of soil to hold back. I was considering using castle blocks. I want to do it right but digging a trench....base material....back filling fill stone... Seems like over kill for such a small thing. But I'm in the north and know the freeze will just push it around. My second choice was putting down filter fabric and back filling with gravel.
 
You have 10 inches... I had 6 ft. Lol I excavated the high end and put the deck on it.
