Higher water level equal higher pump pressure?

We've got a lot of rain in the past few days, and the water level has risen from about 1/3 the way up the skimmer openings to be above the skimmer openings. I noticed the pump psi has risen about 2-3 psi since the rain started.

Does a higher water level in the pool equate to a small increase in pressure for the pump/filter?

No. What's likely going on is that your filter is catching some of the runoff - from the ground and out of the atmosphere - from the rain. Continue keeping an eye on your filter pressure and clean/backwash as needed.
