Aerated return

Hello all.
Could one out of four return lines with an aeration line be why I am struggling to get my PH down? I have read that it raises PH.

If you lower TA, or allow it to drift down, to around 60 the rate of PH increase should slow down or perhaps stop.

Thanks for the help. So, if I get the TA down to suggested level, the return can function as is. I was thinking of capping off the air line. It is just a pvc pipe that is by the return.
