Someone told me if i kept my water level below the tiles, and on the plaster, i should not have any problems with tiles. Any one have any in put, he installs tiles for a living.

Well then every pool is built incorrectly since then the water would be below the skimmer. I have never heard of such a thing ... in fact opposite since I don't think you want the plaster exposed.
But the plaster failing would not be a tile problem, but a problem for the plaster guy
I agree with Jason, middle of the tile - middle of the skimmer is best
