Pool leaking

I have a 20' round intex style pool that I have had for about 5 years. It just developed a leak around the seam between the drain hole and liner (I hopefully have attached an image to show the location, red arrow). I would normally use a vinyl cement and patch, but this is some kind of plastic to vinyl bond and not sure what to use to seal it up. RTV silicone prob won't work, because it is an active leak, although a slow one. I am trying to do this on the outside of the liner, any one have any ideas what to use for a sealant?

Thanks for the reply, I do plan to patch it from the inside in the end, just hoping to do something to get by for now. I wanted to wait until closer to closing time so I could drain the water down, I find it hard to patch liners under 4 feet of water ;)
