landscape ideas for under deck

These aren't the best pics, but I need some ideas for what to do to "pretty it up" under and around our deck. When we first put up the pool/deck, we haphazardly and quickly put these large rocks under the deck, but didn't put paper down well enough and now it's just an eyesore. We are finally getting around to cleaning it up and I'm wondering should we remove all the rocks that are there now, put down new paper and then put down gravel? Could we put paper down over top of the existing rocks and then put gravel down? Should we do some lattice around the bottom? Any and all suggestions is greatly appreciated! Thank you so much!!

I don't have a deck around my pool but we did river rock around the 2-5 inch size I believe. I didn't want the really small size because my kids would be too tempted to pick them up and throw them. Our landscaper did put cloth down and we get very few weeds. I like the look of the rocks and it leaves under the deck open if you need to get under there to access the pool.
 
spray grass/weed killer under it and just put lattice up. Shouldn't grow too much stuff under there if sun is blocked. Then do a weed block fabric under whatever color rock you want on outside of lattice making sure the weed block fabric comes up onto outside of lattice edge so inside growth doesn't make it's way into your new "rock" border.
