Help me remember how to use theK-2006 test kit

Pool after testing is showing no FC PH is 7.9 and Alka 140 ppm pool is cloudy and a little (very little) green. Hubby is just using test strips which shows everything fine...........well obvious it's not thus the color and cloudiness....he just keeps dumping shock and baking soda for no reason....HELP!!!
What is normal PH and ALKA?

pH should be 7.2 - 7.8 Lower end is better for the shock process.
TA should be roughly 70 or above. If it's over 120, don't increase it any.
Green water means algae which means bleach is needed. Lots of it. The shock process.
