If you have tiered electric rates, the cheapest time is the best time. Otherwise it really makes no difference.
If you do your testing and dosing every day as soon as you get home from work, then set it to circulate for an hour before you get home so it's ready to go when you are.
Call your electric company to see if you have off peak rates. Mine are at night. I run mine for a while during the day and the rest of the time at night
