4amp valve actuator fuse keeps blowing with valves disconnected

Noticed my valve actuators stopped working.
Found the 4a fuse was blown
Replaced fuse, it blew on contact
Unplugged the valve connections
Fuse blew on contact with no valves attached.
Rest of system running with no issues
Looking for suggestions on how to remedy.
