Make sure you have no standing water anywhere in your yard. Even a discarded coke can in the bushes could be a breeding ground for them. If you do have any areas and you can't get rid of the water, they make Mosquito dunks you can toss in the water to kill them.
Last summer we put a few tiki torches around the pool, and it worked great! Once our new pool is up I plan to do it again. We used a tiki fluid called Bite Fighter, bought at Walmart.

I live in SC. They even add some stuff I think to get rid of the no-see-ums.
