I had a kid at the pool store tell me that but I have never heard that. My guess is they mean that CYA/Stabilizer impacts chlorine availability which is correct. Alkalinity impacts pH.
I am sure what they meant was "high pH lowers the chlorine effectiveness" This is very true when there is 0 CYA. But, once there is CYA in the water, the chlorine effectiveness is not impacted enough by normal pH levels to be concerned about.
