you'd put a relay in to control the unit, you wouldn't connect it to the controllers directly

why are some systems using passive electrodes? Is it only for protection from short circuit caused by stuck debris between the electrodes?

Passive plates allow for more plate surface area in a limited space and minimal electrical connections. Only the outside plates need to be connected to the voltage supply. Electrically, this is the same as connecting multiple plates is series but is much easier to manufacture and allows for a larger voltage power supply.
There is a lot that goes into the design of a SWCG and each cell design requires a specific voltage supply for the number of plates, plate separation, plate material and salt level concentration in order to keep efficiency high and limit the number of side reactions.
