Algea or something else??

I have had green green water for about 3 weeks now! I have been shocking pretty consistently the entire time and the water hasn't changed at all. Last night I cleaned out the filter with the garden hose and brought my levels back up. Still no change today. I also been vacuuming and brushing. The bottom never feels slimy or anything. Any suggestions?
