Yes, but naturally you don't want to use a 1 HP Superpump and 300lb sand filter on a 12' Above ground pool. It won't really hurt anything but it's a bit overkill. Basically the big difference between an in-ground pump and an above ground is that in-grounds are self priming, where as an above ground pump relies on the the skimmer being higher than the pump to force feed it water to achieve a prime.
