I live in northern Ohio and I'm closing our 21' AG pool for the first time. Do I need to put some kind of air pillow in the water under the winter cover for ice expansion?

You don't "have to" but it is recommended that you put an air pillow under the middle of the cover. Having support for the middle of the cover evens out the pressure on the walls, which helps to reduce the chance of colapse slightly. It also makes it simpler to get to the water and leaves that accumulate on the cover (pushes them away from the middle towards the edges).
