You can clock it however you want, as long as it lines up with the screw holes. The one thing to watch out for is if you clock it 180 from the current position, you will be swinging the diverter across the branch opening of the 3 way valve. That may or may not be an issue. For example, on my suction valve, the actuator is installed as shown in your photo. When switching between pool/spa, if it were clocked 180 off, it would completely block flow for a few seconds as the diverter moved across that branch opening. If it is a return side valve, there may not be any issue with that, as long as you don't deadhead the system.

This shows exactly what you are talking about. Here is my IFCS or wall returns 3-way diverter valve. Flow comes in from the top and either goes straight through or out the branch to the right.
